When to recite

In the final sitting of the prayer after the tashahhud, and at any time — especially on Fridays (Sunan Abi Dawud 1047).

About this dua

Narrated by Ka‘b ibn ‘Ujrah: the Companions asked the Prophet ﷺ how they should send prayers upon him and his family, since Allah had taught them how to greet him, and he taught them these words. Allah commands believers to send salawat upon the Prophet in Quran 33:56.
